PDK Advogados announces the arrival of Felipe Costa, a legal professional with 22 years of experience and extensive expertise in Administrative Law, infrastructure, concessions, and public-private partnerships (PPPs).
His arrival strengthens the firm’s multidisciplinary capabilities in projects involving public administration, the private sector, legal and institutional structuring, governance, and infrastructure development.
Experience in Concessions, PPPs, and Infrastructure
Of Felipe Costa’s 22-year professional career, 18 years were dedicated to public service.
During this period, he developed extensive experience in structuring concessions and public-private partnerships across different sectors, including renewable energy, urban mobility, tourism, and the management of public real estate assets.
He also coordinated legal and institutional frameworks for state and municipal governments, participating in projects involving the Government of Pernambuco, the City of Fortaleza, and the Rio de Janeiro State Department of Education (SEEDUC/RJ).
This experience provides him with a comprehensive understanding of the various stages involved in infrastructure projects and public-private arrangements, from initial planning and legal structuring to governance, regulation, and implementation.
Career in the Public Sector
From 2013 to 2024, Felipe served as Deputy Attorney General at the Office of the Attorney General of the City of Fortaleza.
He was also a member of the City of Fortaleza’s Public-Private Partnerships Management Committee from 2013 to 2020 and its Results-Based Management and Fiscal Management Committee from 2017 to 2024.
His professional background also includes serving on the Public Procurement Oversight Committee of the Brazilian Bar Association, Ceará Section (OAB-CE).
Previously, from 2007 to 2013, he served as Chief Counsel for the Attorney’s Office of the Ceará State Department of Architecture and Buildings and the Ceará Department of Buildings and Highways.
This experience combines legal and institutional expertise related to public-sector decision-making, policy structuring, public procurement, government contracts, governance, and project development.
Education and Specialization
Felipe Costa holds a law degree from the São Carlos Law School in São Paulo.
He also holds an MBA in Concessions and Public-Private Partnerships from FESPSP | London School of Economics, CP3P-F certification, and specialized training in Corporate Sustainability, Regulation, and ESG Transparency.
