Over his 22-year career — 18 of them dedicated to public service — Felipe has built robust experience in structuring concessions and PPPs across sectors such as renewable energy, urban mobility, tourism and public real-estate asset management. He coordinated and developed legal-institutional models for state and municipal governments, contributing to major projects for the Government of Pernambuco, the Municipality of Fortaleza-CE and SEEDUC/RJ.
Felipe is recognized for leading legal teams in the conception and implementation of innovative governance models, prioritizing sustainability, efficiency and the alignment between strategic planning and execution.
